i've tried everything, and can't seem to make a waterfall, any help?

build a cliff surround it by shallow water, place shallow water on the surface at the edge of the cliff and connect the top of the cliff to the bottom of the cliff with water.

If you do get your waterfall started, be careful of the animals you chose to put in the exhibit. I have a problem with animals getting stuck in the waterfall.
